Our Bank acts as an intermediary for application and sales transactions regarding real estate projects owned by the Housing Development Administration of Turkey (TOKİ). Applications for TOKİ social housing can be submitted via our Bank's branches and the e-Government (E-Devlet) portal.

Our bank acts as an intermediary for application and sales processes regarding real estate projects owned by the Housing Development Administration of Turkey (TOKİ).
Applications for TOKİ social housing projects can be submitted via our bank's branches or the e-Government (e-Devlet) portal.
For citizens applying via e-Government, a customer number is assigned within our bank, and the IBAN details for the application fee deposit are sent via SMS.
The IBAN provided via SMS is opened in the applicant's name; therefore, the applicant's own full name must be entered in the "Recipient Name/Surname" field when making the money transfer.

Applications involving Emlak Katılım can only be submitted through Emlak Katılım branches or the e-Government portal.
For applications made via e-Government, customers are required to deposit the application fee into the account opened in their name within 3 business days.
Applications from citizens who fail to pay the application fee within the specified timeframe are automatically cancelled, and the application is deemed invalid.
Upon completion of the application process, the IBAN details for the application fee deposit are sent to customers via SMS.
Application Refund Procedures
Customers who applied for real estate projects owned by the Housing Development Administration of Turkey (TOKİ) but were not selected in the TOKİ-conducted lottery can obtain a refund of their application fee via this page.
Customers who were not selected in the lottery can retrieve their application fees starting five (5) business days after the lottery date through our Bank branches, website, and ATMs.

To process the refund, the T.R. Identity Number (TCKN) and mobile phone number declared during the application, as well as the applicant's IBAN, must be entered.
Real Estate Sales Transactions
Real Estate Sales Contracts for eligible citizens involved in projects under our Bank's responsibility are executed through our Bank.
Eligible individuals are required to visit our branches and sign the Real Estate Sales Contract during the designated contract period, following notification via SMS from TOKİ. Failure to sign the contract within the specified period results in the forfeiture of rights to the property.

Minimum Elements Required in the Power of Attorney for TOKİ Real Estate Sales Transactions
The power of attorney to be drawn up for the execution of transactions regarding real estate sales contracts must be executed before a notary public and must include, at a minimum, the matters listed below; the original document must then be presented when applying to our branches.
- To apply to purchase housing offered for sale by the TOKİ Presidency
- To select a housing unit
- To sign the real estate sales contract
- To pay the down payment and incur debt obligations for the purchased housing unit
- To make installment payments
- To take delivery of the housing unit
- To pay Stamp Duty, VAT, bank commissions, and other expenses
- To sign the housing selection form, housing delivery report, housing inspection form, and all related documentation
- To prepare and sign all documents pertaining to the housing unit
- To make declarations and undertakings
- To transfer the housing unit to third parties
- To sign necessary documents, carry out procedures, and pay required fees regarding the title deed transfer into my name for the housing unit purchased from TOKİ via a real estate sales contract
- To sign banking contracts and documents/agreements and to open all types of accounts at banks on my behalf
Procedures Regarding Guardianship and Parental Custody in TOKİ Real Estate Sales Transactions
Guardianship
For guardians appointed to legally incapacitated individuals over the age of 18, the relevant guardianship order must—as a general rule—expressly grant permission and authorization for TOKİ real estate sales transactions. In the absence of such a provision, the guardian cannot execute transactions on behalf of the incapacitated individual; they would be required to obtain a ruling to that effect from the relevant Civil Court of Peace. Guardianship orders are legally valid for a limited period of two years; therefore, for any period exceeding two years, a current order is required.
Custody
In cases where the mother and/or father has been appointed as the custodian for an individual over the age of 18 who has been declared legally incapacitated (often phrased in court orders as "remaining under custody"), the custodian is authorized to carry out TOKİ real estate sales transactions with our bank in all instances; no separate or specific court order regarding TOKİ sales transactions is required. Since the status of "remaining under custody" is indefinite, the date of the court order is not a factor (unless the court has specified otherwise).
Information
If a mother and/or father has been appointed as the custodian for an incapacitated individual over the age of 18, they may carry out TOKİ real estate sales transactions in all cases. If a third party has been appointed as the guardian for an incapacitated individual over the age of 18, transactions may be conducted through said guardian only if the court order expressly grants authorization and permission for TOKİ real estate sales transactions, subject to the two-year validity period of the order.
